Mt. Silver is accessible by beating the 16th gym leader, Blue, and then seeing professor Oak, who will grant you access to the route. After you have been granted access go to the entrance to Victory Road, and the path to the left in that building should grant you access to a new route. Follow that route to the end, and you will encounter the entrance to Mt. Silver.
P.S. You will need most (if not all) of the HM's equipped in order to traverse Mt. Silver.
