After you find Cobalion in Mistralton Cave, travel to Victory Road and search it until you find another smaller cave entrance (the actual name is Trial Chamber). There you should find Terrakion.
Terrakion appears at level 42 and is a Rock/Fight type and knows the following moves:
- Sacred Sword
- Rock Slide
- Retaliate
- Helping Hand
Note: You cannot enter the Trial Chamber prior to finding Cobalion.
