He is located in the Quarrantine Cave. In order to get to him, you must possess both the wave beam and the thermal visor. The entrance to the Quarrantine cave is the powerless door at the top of the Ruined Courtyard. You have to blast a near-by conduit (use scan visor to scan it) with the super missile, and then use the thermal visor to see the circuit. Then simply shoot the round circuit with the wave beam and it will put power to the door.
After you get the Thermal Visor,go to Quarantine cave. Battle Thardus, once you beat him he will explode and the Spider Ball will pop out
