To get to the 8th Gym in Pokemon Emerald, you need to go to Sootopolis city and surf south of the gym and see Kyogre in the water and Groudon on a patch of land. Rayquaza should come and scare them off and the gym leader should come and talk then go off somewhere. Then you need to find a way into the Cave of Origin and see the man in there who will tell you about the place where Rayquaza lives. you need a Mach bike to get through and then you can face rayquaza. Go back to Sootopolis city and the gym should be open!
