The relay panel on the 2000 Oldsmobile Alero is under the steering column and above the brake pedal. The relay pops out with a screwdriver.

The 2000 Oldsmobile Alero shift solenoid is located on the top of the transmission. The shift solenoid can be access by removing the inside shifter console.
It is located under the dash behind the hazard button. The switch was recalled by GM on certain 2000 Aleros. In the 2000 Alero, it is fuse 34 in the engine fuse box, which is located near the battery. You can check the same fuse for the 1999 Alero and see if that is it.
