To the best of my knowledge there is no on and off switch for the ABS on any vehicle.
The ABS light is on because there is a problem with the ABS. The light won't go out until the problem is fixed. As long as the ABS light is on the ABS will not function.

4 wheel ABS was an option in 2001.
According to various specifications available online, the 1998 Dodge Stratus came with 4 wheel disc brakes and ABS was an optional feature. Your best bet is to ask your local mechanic to confirm what type of braking system your vehicle is outfitted with. If you see rotors on the rear it is 4 wheel disc. If you see abs sensors in the rear it has 4 wheel abs.
Rear abs was standard. 4 wheel was optional.
