For MFI, the relay is located inside the cab in the passenger foot well. Just remove the plastic panel, and the relay base should be blue. For SFI, It is a module that also contains the fuel injection relay. It is located in front of the ecu, attached to the evap system. It has two plugs, one with six pins and one with eight pins. I have a 1998 discovery as well, and it took me a long time to find this information anywhere. .
