On the back of the head, just above the transmission bell housing,
You clean or replace it.
The only hard part is the EGR valve assembly. The head on the newer Saturn is slightly different, making it necessary to find a work-around for the EGR valve.
There is no pressure sensor. The EGR valve is located on the head next to the battery. Cleaning it is usuallu the first step if there are any SES codes associated with the valve.
I'd start with the basics; see if there is a fuel leak.
The EGR Valve is located on top of the intake manifold. If you are standing in front of the car it would be on your right hand side. It is cylinder in shape and has wire harness that connects to the back of the engine!
Depending on the year, the EGR valve is easily removed by removing the electrical connector and the bolts. Looking down at the engine from in front of the vehicle, the EGR valve is connected to the right side of the head, just above the transmission bell housing.
EGR valve is located on the top of the motor, just to the right of your valve cover, in between the valve cover and the air intake tube. it has a 4-wire connector going to it. Besides the wire harness, the valve is held in by two 10mm bolts.
EGR is on the top of the engine next to the throttle body. If your looking at the engine from the front. It would be to the right of the black valve cover and to the back. That is the egr valve, from 1994 and up the egr solenoid is located under the car above the starter.

EGR insufficient flow would mean that either the flapper inside of the valve is either stuck or broken, or the rubber diaphragm is busted inside, You would have to replace the EGR valve its self. = =
A code 32 indicates a EGR system fault. The EGR valve takes some of the exhaust gases from the combustion cycle and returns them into the intake air system. This cuts down on the NOx emissions. A faulty EGR valve shouldn't keep a car from starting. The repair for a code 32 is to replace the EGR valve.
