EGR is on the top of the engine next to the throttle body. If your looking at the engine from the front. It would be to the right of the black valve cover and to the back. That is the egr valve, from 1994 and up the egr solenoid is located under the car above the starter.
There is no such thing as a 1997 dodge saturn! Try again.
if its a manual yes. for an automatic i never try it but Saturn don't like to change its dam possible

Sounds like the classic ignition wire problem. Replace them.
the solenoid is located on the bottom of the transmission. You have to drop the trans pan and it will the the one on the driverside closest to the t/converter.
It is in the worst place imaginable: behind the engine. And the solenoid is underneath it, so it doesn't even LOOK like a starter from above.
I could be wrong but what it sounds like to me is what is called the servo covers located just above the trans pan on the right hand side
