The word "mess" has of course other connotations, but combined with "hall" generally describes a building for eating, usually military or pseudo-military. In naval terminology, however, an eating area is simply a "mess" since one can't have a "hall" at sea, although in the days of sail sailors ate and slept (and indeed fought) in the same area.
