∙ 12y agoAt the top of Mt Coronet. As you leave the cave, if you have the Azure Flute (only obtainable through Nintendo events or cheating devices) you will be asked if you want to play it. Saying yes will "summon" a large staircase, at the top of which is Arceus at level 80.
