Velociraptor was nearly at the top of the food chain. The one member above it that lived when and where it did was an as yet unidentified tyrannosaurid. It may be Alectrosaurus, which grew to be 17 feet long. Velociraptor could probably outrun Alctrosaurus, however, unless it was taken completely by surprise or was injured.

The first level of a food chain should always be a producer of some sort, such as a tree or plant. It is the start of the food chain - and without it, the entire food chain would fall apart and into pieces; as it would disrupt the order of the levels in a food chain.
