The voltage regulator on a 1989 Chevy Camaro is inside of the alternator. If you are having issues, such as flickering lights, you might have to replace the entire alternator.

Unplug it, remove the two screws and take it out.
It's internal, inside the alternator.
It's an internal regulator held in place by 2 screws on the back of the alternator.
There is a voltage regulator located on the internals of you alternator replace the altenator. Voltage regulator keeps voltage constant and stops spikes in power output, this is what is causing your headlights to blow.
