Actually, the Zap Plate is on the right side of the door to the lighthouse in Sunyshore City. When you are about to enter that lighthouse, move to the right one step, then down one step, and turn to the right and press the A Button. You will then obtain the Zap Plate.

sorry im having the same problem in finding it!!!
Its in the lower right corner where the lighthouse is in sunyshore you can use dowsing machine too.
Fly to Sunyshore city,then go to that lighthouse,just before you enter,turn right,then down,then right and press A and there you go!
You now have Zap Plate.
