The prison is in the bay to the left of the Inn and haunted mansion. You can see it from the telescope in the mansion, but you cannot go there until you have a boat.
Using the Inn key from the guy in the cemetery gets you the room key in the Inn, and sleeping there lets you get a violin. Use the violin and climb to the house to see the Woman in the Window. She will send you to get ghost-hunting equipment. Using it at the cemetery (lot A) lets you photograph the Cemetery Spectre, and selling the photo gets you $50 to deposit at the bank. The ship (Kestrel) will then appear at the Inn's cove when you are reading the newspaper.
