There are two different belts a 96 SEPHIA requires. They are turned by a double pully wheel. The alternator and water pump belt is the rear one. The alternator adjusts with a 9 or 10 MM box wrench. The air and power steering is the front. It is adjusted with AC compressor.

The problem, however, is that once you remove the coolant lines, you let air into your a/c system, then it needs to be evacuated and recharged. If you don't, your a/c won't work properly because the air in the lines will cause the compressor to cavitate, and you could ultimately ruin the new compressor, so either way, you should take it to a certified a/c service center.

The low pressure port is the port between the evaporator (cooling coils in the dashboard) and the compressor. On my van it is on the tube coming out of the firewall. The compressor compresses the liquid, sends it to the condenser near the radiator, then it goes to the cooling coils in the dashboard where it expands and cools. The high pressure port will be between the compressor and condenser. On the 134 freon systems you can't get the two mixed up, because the hose fittings are different sizes.
AnswerSounds like a loose or worn accessory drive belt. there are two belts, check the one going to the a/c compressor, you should be able to turn the belt about half way around, if it's too loose or tight, adjust it, if that doesn't work, replace the belt.
I'd check the fan relay. that is just the fan for you ac not for cooling the engine, typically the S/B fuses will pop on these cars if not chdck the wiring
