the ac relay is a relay inside the CCRM. The CCRM is located directly beneath the air filter housing. The mounting bracket which retains the air filter housing also retains the CCRM
Have someone sit in the car and turn the AC on and off as you listen at the underhood fuse box for the clicking relay. Or, you know, look in the manual.
To recharge the AC on the 2002 Ford Escort ZX2 you need to use the low pressure fill port. It is located on the larger of the two hoses coming off the compressor.
I don't know about the 1999, but on my 2002 it is located just below the air-intake filter casing. -Nick C
Most Likely Low With Freon.
First recharge it with freon. R134a. If it still doesn't operate check the relay. The relay is in the CCRM (Constant Control Relay Module). It is underneath the intake housing fastened to the right strut tower.
This is fairly expensive. Figure on about $1500 to get the A/C installed.
