The 1999 Range Rover 4.6 liter engine crank shaft sensor is located on the back of the engine. The crank shaft sensor is behind the rear engine cover.
Opposite side of the engine that the starter is located on, same height as the starter

As per www.totalrecallinfo.com there is 5 recalls on this item, but not for the range sensor.

It shows the calculated miles (or km) that you can drive before you need to refuel. i.e. how many miles you have left in the tank.

For the Range Rover HSE it was starting at $66,625, and the Discovery 2 started at $34,775.
The 1999 Range Rover has the exact same wheel well as the newer Range Rovers. The highest that you can go without any obstruction is 22 in rims. I plan on putting 24's on my 98. I don't think that it will take much work to fit the 24's on there, but I would check around.
