The air wizard, southwest of Falador, sometimes drops air talismans. Some of the other wizards you can combat will also drop random talismans.
You can find it by obtaining it as a drop, from a goblin is the easiest way to get another replacement.
Fight monsters near the volcano. Level 60+ is recommended.
It is Different from making Air, Water or other Basic Runes that you can follow the pull of their respective Talisman. There are Two ways to make a Dust Rune. You can take Air Runes, Air Talisman, and Rune Essence or Pure Essence to an Earth altar, OR, You can take Earth Talisman, Earth Runes, and Rune or Pure Essence to an Air Altar.
You will need a talisman of the opposite Element, Go to same altar as your tiara, and use the talisman there.
The "Locate Talisman" interaction with the talisman will guide you to the altar of whichever type the talisman is and if you click "Use Talisman" and use it on the ruins you will find once you arrive, it will transport you to the altar. This option allows you to craft runes that are used for magic casting in the game. To craft runes, use the talisman on the stone altar once you reach it to bring you inside the altar and use Rune Essence (see below) on the stone in the middle of the room. The Air Talisman is also a quest item as well as one of the items mentioned above. It is used in the quest called, "Rune Mysteries". After you complete the quest, you can get Rune Essence, which is basically a rune that hasn't been made into a specific one yet - so it's not a Earth Rune, Air Rune, Body Rune, etc. It's just a blank Rune.
The air temple is just outside the gate, south of Falador.
No, you can't. But you can go to the Grand Exchange (located in Varrock) and buy another air talisman for a cheap price.
