Check for a on-board diagnostic (OBD) code and repair the fault. If the OBD tester cannot communicate with the restraints control module, then the module itself is likely bad (unless the wiring is faulty-unlikely). NOTE: If you get a code fpr "high resistance" in the driver's side airbag module, it is likely the clock spring aka sliding contact in the steering column. That's $160 compared to big dollars for the airbag itself. Don't let them sell you an airbag you don't need! These cars have chronic issues with the clock springs.

Drive and hit a brick wall, the airbag will deploy. Then remove it.

Sometime after fixing problems in the car, the warning lights will stay on. These can be removed by disconnecting and reconnecting the battery, or they can be cleared out using an OBDii scanner.

The atc fuse is a power supplt for the tccm( transfercase control module) and other ttcm functions
Most likely it a broken or malfunctioning clock spring in your steering column
