You are quoting Deuteronomy 32, and it is meant literally, or pretty close to it. The verse states that when the Israelites abandon God's Torah, God will allow them to fall even at the hands of an enemy of vastly inferior numbers.
The verse you have in mind would appear to be Deuteronomy 32:30 - How could one chase a thousand, And two put ten thousand to flight, Unless their Rock had sold them, And the Lord had surrendered them?
