The Bio-Dome is one of the three outlying structures besides the main Moon base. It is left of the main base. The other two are the Research Station and the Rock lab. The Research Station is directly up from the main base. The Rock Lab is up and across to the left, directly above the Bio-Dome.
You will have to go to the Research Station to recover the Tracking device from the Infirmary. Then you can go to the Bio-Dome to find Salerno. Then finally to the Rock Lab when you are chasing her. To enter the Rock lab, you must have purple eyes to fool the retina security scan, and you need the Keycard dropped by Salerno when she gets away from you.
