The Monte has 2 fuses for the "blinker" or flasher module. They are located in the interior fuse panel that is located on the right hand side of the instrument panel. Fuse position "30" is a 10amp fuse and fuse position "5" is a 15 amp fuse.
There is no such car as a 1989 Monte Carlo
You need a new flasher. I had the same problem & the unit needed replcement. They have had numerous problems w/ the flasher.

The flasher that works the front turn signals also work the rear.
The flasher relay switch is located beneath the dashboard, on the drivers side. The flasher handle is located on the left hand side of the steering column.

The 2001 Monte Carlo emergency flasher relay switch and the turn signal flasher relay switch are the same. The flasher relay switch simply plugs in and out.
The turn signal/hazard flasher is integrated into the flasher switch. A very common failure on these cars.
