Blower motor resistors are generally found nearby the blower motor.

In my '95 cherokee, the blower motor resistor is under the glove box. I assume it's about the same on a 1990. I posted instructions (with pictures, so at least you'll know what you're looking for) for replacing it on www.timsjeepblog.com.

The blower motor resistor is under the glove box. There's a plastic cover over it. You remove the cover and you'll see a connector that is plugged into the resistor. You can see pictures at www.timsjeepblog.com.
I have a 95 Cherokee Country and I guess they are the same. The motor is on the firewall under the hood on the passenger side behind the washer fluid container. You will need to remove the fluid reservoir to access the bolts holding the motor in.
