Bulb warning failure relay, a big round and red relay, back the ashtray
Replace the burned out bulb
under the dash in the center console, it's big and red.
Its behind the instrument cluster. Look at a new one online to correctly identify.
remove the small cover over the lighter pull off , now you see two screws remove them now pull back this cover with the lighter still on do not need to remove place to the one side if you do not know which relay it is goggle it Volvo relays 940.
Try the bulb failure relay. Its the red round one under the dash. I had the same problem and finally changed it and no more problems. fredgallaher@comcast.net
LOOK IN THE CARS OWNERS MANUAL IT CONTAINS ALL GLOBE/BULB INFORMATION. BRAKES ARE 21 WATT USUALLY
If you mean the bulb failure light; The bulb failure detector compares the current drawn by the left bulb to the right bulb and lights the bulb failure light if the currents are not equal. I have never seen a bad one. The usual reason the light is still lit after the bad bulb is changed is because the new bulb is not an exact match or the contacts are corroded. Try two new bulbs. Good Luck
On the '92 sunblrd SE the power for the lights to from fuse to headlight switch to dimmer switch to bulb, no relay involved.

Check all the fuses and replace all of the blown fuses. If you still have no brake lights check your brake light switch. The brake light circuit also runs through a red cylindrical shaped relay called the "failure sensor" which lights and indicator bulb in the intrument cluster if a brake light bulb or some other bulb has failed. Internal failure in this part will often have the symptom "No brake lights".
