Once you threw being a fugitive (annoying) and do just a bit more stuff it will just show up one day and everyone will be amazed because snubull evolves and after it's open if you go alone you can evolve your Pokemon

Complete the Buried Relic. Then go back to the Buried Relic with the Music Box. Mew will appear somewhere in the dungeon when this happens, so look all over for him!
