The Cerebrus is in the underworld with Hades. You have to get pomegranates from the tree by the aqueducts, then give them to Hades as an offering. Then you have to take the river ride to get to the Cerebrus. Ride at the front of the boat, it's easier.
You go to the Hades place, past the Temple of Muses, and you go down the hole. You have to cross the River Styx, then you are at Cerebrus!
