They have Dungeons and Dragons branded games for the DSI. You can buy them at any gaming store. You cannot, however, play tabletop Dungeons and Dragons on a dsi; they are two different gaming concepts (videogame and tabletop game).
You can get that stuff from 'wizards of the coast' on-line or from your local nerd store such as 'Fusion Odyssey'. Another place would be a store like uncle's games and puzzles that sells board games, cards, puzzles, dungeons and dragons stuff and all manner of interesting pastimes
at a store in the world. maybe walmart or something. you know the retail stores. if you cant, try the internet oh yeah this is the internet
Purchase Wizards of the Coast's fourth edition Dungeons & Dragons Player's Handbook from a local book store or hobby store. Alternatively, you'll be able to buy it at a better price from an online retailer, such as Amazon.com or CoolStuffInc.com. The book is very well written, and will best guide you through the character creation process. By "dragon character," I assume you mean character of the Dragonborne race. The rules for creating a Dragonborne character are in the Player's Handbook, as well.
Do some research about Dungeons and Dragons and LISP programming. Buy a D20 @ a local gaming store and roll it around.
There is no set location at Level 5 it will be random loot from dungeons and at Level 6 it will be sold from vendors. Best dungeons to look for them in are Necromancer and Conjurer dungeons. Also, you can just steal one from any store (assuming that the store has one on display for you to actually take). Just make sure the shopkeeper isn't looking.

That is kind of a long list to ask for. You may have great luck in going to a library and looking at the book Deities and Demigods, or even buying it. They are reasonably priced in many places and you could get really lucky in a thrift store, eBay or garage sale, too.
