That is to make sure you push the clutch all the way in when you start so you can't accidentally crank it over in gear and drive into a wall (Seen it done twice by two different coworkers in an older dodge w/o the clutch switch!!)

It doesn't have one, it has a switch on the clutch pedal. It also has an interlock switch on the dash, turn the ignition switch on and press the interlock switch and it will bypass the clutch switch.

The interlock switch is to start the vehicle without having to press in the clutch. It took me a while to figure this out myself.
