Only when you push the clutch pedal all the way to the floor will the plunger be depressed. To confirm the safety switch is bad, you can pull off the harness connector from the switch, and rig up a jumper wire on the connector to simulate a "closed" circuit, which is what the switch provides when depressed. (It may be tempting to leave it jumped this way, but don't do that because it allows the engine to turn over even if your foot is off the clutch pedal and if the transmission is in gear.)
