First make sure the fan works. You can do this by unplugging the fan and use a jumper wire to connect it to the battery. If that's not it then the sensor sits by the intake manifold just under the black plastic air filter tube.
the 1995 and before 3.0L's only have the sensor in the distributor. No crank sensor.
It is located in the transmission.

The speed sensor for a 1995 Neon is on the side of the transmission. It is mounted behind the vehicles exhaust.

Just above the oil filter on the engine block.
It is on the back of the trans, where the passenger side axle goes in.

If you remove the intake housing, and look at the carburetor from straight on, it is right there.
Screwed into the exhaust system. Either in the manifold or the pipes.
The crank sensor is located on the passenger side of the bell housing near the valve cover. It is held in place by two Allen head cap screws.
