he's in kongri-la just complete all missions on monki-tropilis and then shoot yourself to kongri-la then do all the challenges and he'll be behind the wall. It's amazing i remeember that considering i had the game 4 years ago but i get the game in 2 days :-)
Use the chant woo woo ei. you have to go to moonhaven first.
in moonhaven there will be challenge platforms in the cog area complete a certain amount 4 i think to open an area after talkin to the guy chant dude will appear

Get 60% joy in all worlds then do the special mission and return to zootopia then go to where you got the first chant in zootopia and the guy will be there talk to him and he'll give you the final warp chant :-)

theres no point knowing cause you can't use 'em until chant guy a.k.a. future Aiai tells 'em to ya so heres his locations: jungle island near islands, kings throne, zootopia near start and somewhere else, moonhaven flyin machine, after doing challenges, monki-tropilis, near start, near speedway and kongri-la behind wall somewhere.
First you must go to Moonhaven, and learn the Scalarball chant. Then you go past the guy who asks you to pick up the banana peels. You'll see a Naysayer, with a mouth on it's stomach. use the Scalarball chant. He will swallow you if you get close, so go very close to him. When you are inside his body, make your ball grow. He won't be able to handle it, and he'll blow up. Next, go in the gear, and hold the X (PS2) or A (GC) button and the analog stick to the right. The gear will start to rotate. Keep going until you see the ground. Then you keep going until you see Sisi (The guy with a camera) and the shopkeeper. Use the cannon to get to the other platform. you will see a guy with a white shirt. Next to him, there is a hole. Fall into the hole, and hold the X/A button and use the analog stick. Eventually, you will end up falling in another hole. Keep doing the same process until you see a pink ground. You will see the computer head guy ready to teach you the Woodball chant. Note: The computer head guy's name is Aiai. It is Aiai from the future, all grown up.
