The cooling fans are controlled by the engine computer. It watches the coolant temp sensor, which is near the thermostat, to decide when to run the fans. Yhe computer acuates a realy to turn the fans on.

The 2004 Dodge Intrepid cooling fan relay switch can be found on the back of the cooling fan motor. The cooling fan relay switch is attached to the fan motor with two retaining screws.
It doesn't use a fan clutch. It has electric cooling fans.

The coolant fan is triggered by a temperature sensitive switch. when coolant reaches a certain temp it turns the fan on. When the coolant drops below that temp it shuts off the fan. The ignition switch plays no part in the operation of the cooling fan.

as far as I know code 35 is cooling fan problem.
If it is the heater fan, there is a short in the wiring. If you mean the cooling fan on the radiator, it is normal with some vehicles.

It would be in the Power Distribution Center under the hood, usually on the driver's side.
The 1990 dodge caravan has a transverse mounted engine therefore it doesn't have a fan belt!
