The size of the engine is not mentioned, but most Mercury outboard models situate the drain plug on the lower half of the port side cowling. Have your funnel and or drain pan ready when you remove that plug! Also be careful not to drop the sealing washer off of the plug, fwiw, the manufacturers recommend replacement of this washer.
The 2006 model, 60 hp Mercury outboard 2 stroke requires a NGK BPZ8H-N-10. The 4 stroke model requires an NGK DCPR7E.

Everyone says you have to remove the exhaust pipe, but not true. The drain plug is on the bottom front, facing left outboard. It's a 17 metric socket. I've had to drain all the fluids tonight since I'm shipping my bike overseas and it was quite the process.
