For example, cyclone trap level 1 will let you set traps that will throw enemies into the air. Level 2 will let you charge these traps with other plasmids such as electrobolt, incinerate, Security command, etc. And level 3 will allow you to place traps on walls and ceilings. There are new tonics though. (not to mention new weapons)
