Please check again post a new, separate question including the bill's date and denomination. Unless you have a bill from a French-speaking country other than France itself, it can't be denominated in dollars. France used francs until 2002, and after that they adopted the euro.

It should be very clear to see, right on the front above the "R" in the word DOLLAR at the bottom of the bill.
A twenty dollar bill with a star on it can be worth different amounts depending on the date. A 1914 twenty dollar bill with a star on it is worth 1000 dollars.
