Remember that the dates on all US bills are what are called "Series Dates". A series date isn't like the date on a coin that indicates the year it was made. Instead, series dates indicate when that particular type of bill with those official's signatures were first printed. Series dates continue to be used until there's a design change and / or a new Secretary of the Treasury takes office. In the past the same series date was sometimes re-used even when a new Secretary was appointed - for example $1 bills dated 1935 were printed until the 1960s!
