In Windows 7, you'll find it in... Start > All Programs > Accessories.
Yes. Go to "Start" and type in "paint"
It should already be installed if you have a Windows or Macintosh computer, however, I'm not sure if you need one for a Linux computer or not. Windows - Start > Search... > "Paint" Macintosh - MSPaint
There's no such thing as "MS Paint 2003." If you meant the Paint program from Windows XP and Windows Server 2003, yes. Just copy the program from a Windows XP or Windows Server 2003 installation to your Windows 7 installation.

Yes, it is possible. However, that is a very basic program and I would recommend something more advanced such as paint.NET or GIMP. Paint.NET is more user-friendly to those who use windows paint, but GIMP is more advanced. Just remember, the default texture size for each block in the texture is 16x16 pixels.
Yes, Windows is a multitasking operating system.
Koulourpaint. It depends on KDE however.
.png is the default extension of an Ms-paint file
There is not many out there, sadly. For Apple users, there is no other illustrator, but with Windows, the "Paint" program comes pre-installed and you don't have to lift a finger.
Try to go to your search system and type in MS Paint but if it doesn't pop up you might need to re-install it. But if it still doesn't work, your computer should already have a pre- installed paint program on it. I have used MS Paint and the pre- installed Paint program on my computer and they are both exactly the same thing except the tools are in different places which isn't a big deal, so if you don't want to re-install or if you just want the easier version, I would say just use the already installed on, I don't know if mac's have a pre-installed Paint program so if your using a mac you just gotta go the long way around XD
Picture files have to be compatible with Windows Movie Maker:.bmp, .dib, .emf, .gif, .jfif, .jpe, .jpeg, .jpg, .png, .tif, .tiff, .wmfIf you are talking about Microsoft Paint, you CAN drag and drop it into the program. If you are speaking about another type of Paint program (such as Paint.net - with a file name extension of PDN) then it is not compatible with Windows Movie Maker.
