This is a many-level question: at the simplest level electric power comes through the mains cable to the socket in your home generally from a local substation using underground cables. The substation is used to convert voltage levels from the transmission level to the domestic level and distribute the electric power to the local area. The substation is connected - could be long way - back to the power generators by transmission lines, underground or overground carried by pylons. The power generators could be - * nuclear, coal or gas based, generating steam * or hydro (water) based turning paddle wheels * or wind based using huge 'fans' - to turn magnets inside coils of wire that push the electrons along to actually make the electric current / power. So even electricity relies (mainly) on fossil fuel for generation. Some power can be generated by solar power directly, eg in solar panels on satellites. These tend to be low voltage (like a battery), low efficiency (hence enormous) and only suitable for a few specific uses in the home. A simple question with a complicated answer!
It may be made to do that, as are some TV sets. If the electric power is on and you still cannot start the monitor by switching it manually, it may not be receiving power for some other reason, or it may be destroyed by a power surge.
