Go to Cianwood City on the west side of Johto and enter the cave that leads to the safari zone. After you go through that entrance cave, go in the next cave you see which has 2 ladders. Take the down ladder, then exit. Surf west until you find a ledge you can Rock Climb on. Climb up and you will be at the embedded tower.
