Go to the Breeding tab, click My Horses. Choose the horse that you want to take care of and click on the Button under it's Caring section (with Drinking, Salt Block, etc.) and click the Feed button. Choose the recommended amount of feed to give your horse (if the horse is too thin, feed it the maximum amount, and if it's too fat, feed it as little as possible). Round it up if it's 16.5 or anything with .5 at the end. If you trained your horse or worked it in any way, make sure to give it Oats, which are under the Food drop-down selection.
When you click the button to feed your howrse, it will indicate how much fodder it needs.
