The document was created following the battle of Lexington, the first battle of the American Revolutionary War. The Halifax Resolves were the first resolution given by a colony to its delegates to join other colonies in the declaration of independence from Great Britain. It did not instruct the delegates to introduce a "resolution of independence", only to join in a declaration of independence.
