Not sure for the '95, but on the '99 it's under the dash to the left of the radio
Under the dash above the break pedal. Look above your horn relay and it is a round relay, that is your flasher.

Remove the flasher retaining bolts from the headlight assembly bracket. Remove the wiring harness. Reverse the process to install the new flasher.
