I have a 2005 Kia Sportage and the fan relay is located behind the motor blower, mounted on a small bracket under the passenger side console. It sure is! It can be knocked lose by a passenger's foot. With the fan on (and the car) tighten it. If that doesn't work you may need a new one.
Low Pressure port is on the front passenger side, just behind the grill, and slightly under the cooling fan duct. Access it by removing one screw (10mm) on both ends of the duct. You can then push it aside enough to reach the port. The High Pressure port is on the same side in front of the grill. Very obvious and easy access to it.
