The fuel pump inertia (shut off) switch is in the right front passenger area. On your 1994 Explorer , it is to the right of the transmission hump , mounted on the toeboard , just under the edge of the carpet - (Helpfull)
If the relay is not supplying power to the fuel pump, then no fuel to the motor. No fuel - no power.

No it does not. Only ford used a Inertia switch / cut off switch.
have you tried the fuel cut off switch that is located in the left hand side of your trunk under the side panel push it in and that should reset the fuel cut off switch and you will have spark
In my 94 pulsar i have a switch next to the accelerator just on top of the fuse cover, i am not sure what the switch is but it could be a fuel cut off
Had the same thing happen on my '94 Dodge Ram 1500. Fixed the problem by replacing the fuel pump.

No. The reason for the shut off switch is to stop the fuel pump from working in case you are hit from behind. If the switch needs reset you should not hear the pump running at all.
