This answer refers to a non-turbo GS model. The fuel filter is on the firewall below the windshield washer fluid reservoir. The fuel pump is on the fuel tank located under the rear seat.
I know that the 1995 2.0L RS Eclipse also has the fuel filter beneath the windhseild fluid tank.
