Mounted on the Left frame member, on the side towards the center of the van, just forward of the gas tank. Crawl under the van between the gas filler and the back edge of the driver's door, and look up.
fuel filter doesnt seem to be the problem. check continuity on the fuel pump or fuel pump relay. the relay is probably the best bet. best of luck I had similar problem with my 90 Astro. To fix I eplaced distributor cap and rotor. your Astro may also need a new ignition module which you will locate under the distributor cap. Good luck.

You need a special wrench from your auto parts store.Slide the wrenchup into the fuel line on either side of the filter.You need to turn the wrench and push toward the filter on either side. The wrench pushes back mini clamps that grab the flange on each filter end.You do not need the wrench to replace the filter.
Check the fuel filter and the fuel pump. Gas may not be traveling as fast or as far as it should.
