It will be on the driver side frame rail ,about half way back the frame rail. You will have to lay under the van to see it . It will be silver or black in color with one medal line going in and one line coming out. Be very carefull when looseing the lines they will have pressure on them and gas will leak out.
The fuel filter on the 1999 Chevy express van 3500 with 350 engine is on the cross member of the frame behind the front door.

I have a 1999 Chevy Express 2500 and a 2000 Chevy Express 3500 with 5.7 V8 and they both have a 4L80-E transmission in them. they are NOT cheap to rebuild. Over $2100 to rebuild one.
