Never mind, I found it under the vehicle near the fuel tank. It is mounted where the right rear axle would be in a rear wheel drive auto.
On most cars and on my 1991 Cavalier the fuel filter was located just under the car on the drivers side. It's an aluminum cylinder about 4 inches long.
On a 4cyl. it will be located on the left side of the engine near the bottom, i find it easier to get to if you remove the front passenger tire.

On a 4cyl. Cavalier the fuel filter will be located towards the back of the car next to the rear tire on the passanger side of the car. Simply unscrew both sides of the fuel line and pop out the filter from the brace holding it. I use a pair of pressure pliers and an adjustable wrench.
It's back behind the fuel tank.
The fuel filter is located in the rear of the car. It will be between 2 hoses which are the fuel lines. Now the lines on my 91' Cavalier were all rusted, so I took a hack saw and cut on both sides of the filter. Then, I unscrewed the lines from the filter and placed them on the new one. Then went and bought some rubber hoses and some clamps and just clamped them together.
