The filter is along the inside of the frame rail, drivers side, just behind the cab.

It is built into the Fuel Pump Control Module. You can not replace it by itself.
The fuel filter on a 1994 Dodge Ram 150 Van is located in the fuel tank under the fuel pump module according to the parts department at Crevling Dodge in Corpus Christi, Texas.
It is under the cab about midway back from the engine in the fuel line in the frame rail. You need special tools available from the parts store and are not expensive.

1The filter is located inboard on the left frame rail, right under the drivers butt. There is a clip on each end, and a special type of hose clamp around it. A flathead screwdriver or a pick and mabey a 5/16 socket.
